Landlords aren't required to hand over a full Healthy Homes assessment report as a matter of course, but they are legally required to provide the compliance statement, which summarises the property's status against the five standards, in every new or renewed tenancy agreement, and to respond to a tenant's request for compliance information within 21 days. If a tenant specifically requests the underlying assessment, or the Tribunal requires it during a dispute, a landlord who has one should generally produce it, since withholding a document that exists can be treated unfavourably. If no assessment has ever been carried out, there's nothing to hand over, but that absence is itself a weak position at the Tribunal.
